Arrow Energy uses Pegasus Workforce Management (Pegasus) to manage contractor onboarding and online learning.
Mode 1 Workers and Visitors
Mode 1 applies where work is performed under Arrow's direct supervision on Arrow-controlled sites, and in line with Arrow’s HSE Management System (HSE-MS).
Arrow retains overall responsibility for HSE management in this mode.
Mode 1 contractors must:
- Be registered in Pegasus.
- Ensure all workers and visitors have active Pegasus profiles before site arrival.
- Assigned appropriate roles, complete required online training, and upload relevant certifications.
- Submit a field access request
Pegasus is used for:
- Online induction and training delivery.
- Competency verification and role tracking.

Note: Mode 1 contractors must submit a Field Access Request and gain approval prior to accessing Arrow-controlled sites.
Mode 2 Workers and Visitors
Mode 2 applies where work is conducted on contractor-controlled sites or where the contractor is operating under their own HSE-MS.
Key requirements:
- The contractor’s HSE-MS must be assessed and bridged to Arrow’s at key operational interfaces.
- Mode 2 contractors are responsible for their own supervision, assurance and competency systems.
- Pegasus is still required to access Arrow inductions and record training status.
Pegasus is used to:
- Complete new or refresher inductions.
- Maintain training records relevant to Arrow interfaces.
Arrow has transitioned existing Mode 2 contractors into Pegasus and Avetta.
All new Mode 2 contractors must be registered in Pegasus and create Pegasus profiles for their teams to complete the relevant inductions. (Arrow will support contractors’ setup in our legacy system to move to Pegasus)

Training and Site Access
All contractors and visitors must meet Arrow’s induction and competency standards before accessing site. These requirements are outlined in the Arrow HSE Competence and Induction Procedure and vary based on role, site, and task.
Core Training Requirements
Depending on your role, location, and the nature of your work, required training may include:
- Industry Safety Induction (ISI) Certificate
- Arrow HSE Online Induction
- Arrow Facilities & Field Site-Specific Induction
- Arrow Energy Land Access Induction (refreshed every 3 years)
- Driving Competencies (if driving on Arrow property), including:
- Driver Safety
- Vehicle and Machinery Hygiene
- Proof of competency in one of the following:
- PMASUP236 – Operate Vehicles in the Field, or
- RIIVEH305F – Operate and Maintain a Four-Wheel Drive Vehicle
Additional training may be required depending on your project scope or worksite conditions.

Mobilising to site – Mode 1
All Mode 1 workers and visitors must:
- Register in Pegasus
Your company must have an active Pegasus account and create worker/visitor profiles. Training records and online inductions need to be complete prior to completing a Field Access Request. - Submit a Field Access Request
Required if:- You are a Mode 1 contractor or subcontractor attending an Arrow-controlled site.
- You are a Mode 2 contractor temporarily operating under Arrow supervision (i.e., acting in Mode 1).
Exceptions:
- Rostering: Workers under a regular, pre-approved roster do not need to submit Field Access Requests.
- Mode 2-only contractors visiting contractor-controlled sites do not need to submit Arrow Field Access Requests. They need to follow their own company processes for attending site.
Submission Timeframes:
- Submit at least 7 days prior to arrival.
- Field Access Requests can be submitted up to 3 months in advance.
- Late submissions may result in denied access.
You will receive email notifications when your Field Access Request is:
- Submitted successfully.
- Approved or rejected by the relevant site team.
