By prioritising relationships, cultural heritage preservation, and initiatives to increase Indigenous participation, it is our ambition to contribute to greater equity and a better future.
Over many years, Arrow has built relationships with Traditional Owners. We remain committed to listening, learning and responding. By doing this, we ensure Aboriginal and Torres Strait Islander voices, knowledge and perspectives shape our project and business.
We recognise the unique contribution Aboriginal and Torres Strait Islander cultures bring to our business and industry. Through partnership, we aim to deliver tangible actions and investment that support increased economic and social opportunities for First Nations communities.
Reconciliation Action Plan
We want to do more to support equality for and the empowerment of First Nations people.
Arrow Energy’s Innovate Reconciliation Plan 2026 to 2028 sets out our plan to enhance our contributions through three priority areas:
- Expand our First Nations supplier base
- Strengthen the cultural capability of our organisation
- Deliver long-term social investment aligned to First Nations community needs.
These priority areas have measurable targets and align to Reconciliation Australia’s RAP framework which emphasises relationships, respect, and opportunities.

Our commitment to listen, learn and respond
Over many years, Arrow Energy has built connections with Aboriginal and Torres Strait Islander people.
It is our aim to deepen relationships, increase cultural understanding within our business, and strengthen access to economic and community building opportunities.
We are committed to continuing to promote reconciliation throughout our workforce and our sphere of influence, and invest in programs designed to improve First Nations outcomes.
Embedded in our approach is Arrow’s Community and Social Investment program which provides opportunities for Aboriginal and Torres Strait Islander peoples to access learning, health, and social services.
Key initiatives:
- Arrow Energy Indigenous Tertiary Scholarships – annual scholarships for Indigenous students at two leading Queensland universities
- Whanu Binal Indigenous Entrepreneur Program – Indigenous business development learning experience delivered by CQ University
- Heart of Australia – specialist health services in rural and remote Queensland, including Aboriginal and Torres Strait Islander communities

Preserving Cultural Heritage
Our commitment to respectful, sustainable and compliant development
Working on or near First Nations’ traditional land brings with it responsibility to preserve cultural heritage.
Arrow has a dedicated Cultural Heritage Team which works directly with Traditional Owners to ensure we observe, understand, and protect sites and items that hold cultural significance.
Well before any activity takes place, we conduct cultural surveys to identify and capture cultural heritage information so it can inform our project planning.
Arrow has Indigenous Agreements with Native Title parties covering existing and proposed project activities.

It is Arrow’s ambition to support the economic empowerment of Aboriginal and Torres Strait Islander peoples.
We recognise that we work better when we have a diverse workforce and supply chain, and we value the unique contributions that Aboriginal and Torres Strait Islander peoples bring to our business.
To improve access to job, supply and contracting opportunities, Arrow is:
- Embedding First Nations workforce participation targets in contracts with project delivery partners
- Updating its procurement strategy to provide increased opportunity for First Nations businesses to work directly with Arrow
- Delivering the Whanu Binal Indigenous Entrepreneur Program to support First Nations businesses to launch and grow
- Working with Toowoomba Surat Basin Enterprise (TSBE) to engage First Nations businesses and host networking events
- Supporting Supply Nation through active memberships.
